Non-custodial USDC wallet on Base that an AI agent installs by itself. Per-transaction, per-day and per-counterparty caps plus a destination allowlist are enforced in code between the decision and the signature, so no instruction in the context window can raise them; the first payment to an address never paid before needs confirming whatever the size. Local stdio, 7 tools: `stipend_address`, `stipend_balance`, `stipend_check`, `stipend_pay`, `stipend_earnings`, `stipend_report`, `stipend_recover`. No tool reads, exports or derives the private key, and none changes a limit. Deliberately not hosted. In the official MCP Registry as `io.github.Graphiker-Australia/stipend`. Install: `pip install eth-account && curl -sL stipend.sh/install | sh`, then `stipend mcp`. Python, Apache-2.0. Not audited.
